Kaion adds Neautrality ammendment to Constitution

A day ago 10/22/18 Prime Minister Isaac E added an amendment to the Kaionese Constitution Article 9 Neutrality making Kaions neutrality status official. "We had to do it as it would make our neutrality status actually official" The Article was immediately put in effect after it was added.
